Gas conversion workshop owner plays down rebate for people using solar energy
An Ontario solar energy industry group says the Province has a "bad habit" of charging rebates for installing solar panels on homeowners' roofs, despite having a rebate program specifically designed to encourage solar investment.
"For the first time, in the 2017 energy landscape, you will see solar companies get paid for how much energy they generate on your roofs. We're going to see these companies get paid for how much energy they generate," said Mark MacPherson, president and CEO of the National Solar Energy Association.
MacPherson's group created an online petition on Change.org, calling on Ottawa to end rebates for solar installations on homeowners' roofs.
"We are very concerned. This is the first time we've seen a rebate program like this in Ontario and it just shows that there is a bad habit on the part of the government."
This would be the second time this year a province has sought to end rebates for solar energy installation. In June, New Brunswick and Nova Scotia both announced it would abolish the rebate program, along with many others.
In December, The Canadian Press reported that the government had approved the creation of a $3.65-billion infrastructure fund to pay for renewable energy projects.
The government has confirmed to CTV News this week that the funding, which covers infrastructure upgrades, is now paid for through the rebate program.
A spokesperson for Energy Minister Bob Chiarelli says he was unaware of this development.
MacPherson told CTV News in an email that rebates aren't always the best policy.
"There will always be instances where there will be some sort of cost that gets covered up and it would be a good policy for them to try to find efficiencies in what they're doing to reduce those rebates," he said.
Energy sources like solar tend to generate the highest levels of annual energy demand, and the costs for renewable energy tend to decrease over time, according to Energy East leader Bob Hepburn. He notes that some people may still want to use solar at times because the technology is expensive.
"It's all about the economic value, not necessarily the financial value," Hepburn said. "That's not necessarily what we're interested in."
With an audience of 1,500 people during a news conference Thursday afternoon at the SolarCity Centre, Ontario's energy minister said he knew about this new program.
"We see many potential benefits that will really help the industry and I'm proud of that," Chiarelli said. "We've committed to $400 million in federal funds that we know there will be in this program to give those opportunities to start."

Prisoner gets longer term for slashing another man's chest
This is how we should have reacted.
We should have sent someone to check on the two boys in the video because we have not seen one. We should have told them how to behave. We should have called the cops. We shouldn't have allowed this to happen to two innocent men, and yet we are too afraid to do anything, afraid that it will ruin our reputation and their lives.
We live under this society, and I don't know what else to say. I would be willing to bet my whole fucking life that it's only going to get worse in this country, and that it's not going to improve. We are going to be left to wonder who will take care of them, how we are going to deal with all the kids who need help, what we're going to do about the police who are afraid to come out on a street and protect us from criminal behavior that could have killed us. It may not be like these boys were going out to die. I don't know and that's the problem we're in.
Now, as for the people who call for us to protect the boys: I'm not going to put myself or my family at risk in order to protect one boy. We know that if we protect one boy, a lot more will happen.
So, please, for the next 24 hours, if you are out on a street tonight, just remember: the two children were not dead. They had no weapon. They were not doing anything that could be described as "criminal." They had nothing to do with this guy. They were probably playing with some other kids and maybe even having a good time. The cops could have come on them and shot them and they could still be alive.
If you are out there in your neighborhood, do not shoot. If you have any concern for your own safety, leave your house and go into the woods or something. Go out into the woods and find a safe. Make your own choice. Go away from kids that might be doing something wrong or hurting themselves or some other person. This guy was doing no of that. He was probably messing around with other kids.
So, that's that. As we prepare for the holidays and when we have the opportunity to see the first Thanksgiving turkey that has been cut up and presented to the family, please stay away from the streets. Don't go into the woods or into houses where kids are playing. Please do not touch them or even think that you might. It might cause you to feel bad for them or make them uncomfortable. Please, people: this is one of the most dangerous areas in our society, and if you are out there, we will be very scared. Ther
